NJ Pay It Forward Program The New Jersey Higher Education Student Assistance Authority (“HESAA” or “Authority”), is seeking proposals from organizations interested in serving as Program Manager to help develop and implement a new workforce training funding program, called the “New Jersey Pay It Forward Program.” The New Jersey Pay It Forward Program will enable career seekers to receive skills training from approved training programs by providing interest- and fee-free loans to program participants. Through this Request for Proposals (“RFP”), the State Agencies seek to obtain the best services to achieve the goals of the State. The Bidder engaged pursuant to this RFP will enter into an agreement with HESAA as more particularly described below (the “Contract”) and will be considered independent contractor, and not an employee or entity of the State.
